Webui not loading after wifi config

Following successful config of wifi via AP captive portal, the device receives an IP on the home network but does not respond to an attempt to browse at that IP on port 80.
OTA page was visible at <IP>/fota

This state persists over power cycles. 
Was resolved following a "reset" command via telnet.
