Compatability of AWS elastic cache as vector database for Semantic Caching

Current Limitation

Currently, the only supported vector databases for Semantic Caching for AI APIs, are Zilliz and Milvus [1].

Suggested Improvement

We should add support for AWS ElastiCache as a vector DB.
