Missing documentation for developing and testing custom policies in APIM 4.6 through VS code extension

Current Limitation

Previously, the Integration Studio plugin enabled pushing mediation logic to API Manager. However, in newer versions, there is no clear guidance or established best practices for developing custom policies [1] for APIM using the VS Code extension.

Suggested Improvement

Documentation outlining the recommended approach for developing and testing sequences/policies for API Management, ideally accompanied by a step-by-step tutorial.
