[ifplatform] fails with WSL

Hi,
I'm currently running a rather strange setup: Ubuntu 16.04 on Windows Subsystem for Linux (WSL) (Windows 10 1803) with miktex as my tex distribution.
Unfortunately I seem to have hit a corner case:

Package ifplatform Warning:
    I can't tell if this is Windows or *nix; you appear to be neither.

(I'm trying to run the package minted which uses \ifwindows)

Is there any way to fix this problem?

I've found a workaround that works for me:

\ProvidesFile{ifplatform.sty}
\newif\ifwindows\windowsfalse
\usepackage{minted}

Unless there is a portable way to detect this I think we will have to live with the workaround...

You could offer a few options to set the platform explicitly and then suggest for problems like this to go

\RequirePackage[windows]{ifplatform}

@FrankMittelbach If you were going to do that why would you need an \ifwindows test in the first place? Oh, I guess if you the user wants to set it explicitly and then some subsequent package picks it up. You could have a local config with \PassOptionsToPackage. Okay, that's a good suggestion, thanks :)

precisely for the use case given: some other package loads the the ifplatform package but then does the wrong thing and to prevent it you need to load it first or go \PassOptionToPackage (which is even nicer)
