Create a v0.1.0-alpha release checklist without publishing binaries

WebMuse should have a release checklist before any alpha tag or release is created.

Why this matters

The repository is early alpha. A checklist prevents premature binary publishing, sensitive-file leaks, and overstated release claims.

Proposed scope

Create a release checklist covering:

• build status
• FoundationSelfTest status
• sensitive-file scan
• generated artifact scan
• README status
• known limitations
• release notes
• no binary upload unless explicitly approved later

Acceptance criteria

• Add docs/release/v0.1.0-alpha-checklist.md.
• The checklist must say not to upload compiled binaries in this round.
• The checklist must state that real Codex execution, OpenAI API calls, WebView2 preview, and website generation are not enabled.
