Elevate usage of PMD IntelliJ plugin

• Open source
• A lot smaller
• No telemetry by default

Okay some problems that make it problematic to distribute the config:

1. The path to the ruleset is absolute (can maybe worked around using $PROJECT_DIR$)
2. TargetJDK (and Kotlin version) are hardcoded -> This should be derived from the project
3. Threads are hardcoded -> This should be derived from the current CPU (Example/like maven -T: 2.5C -> 2.5 Threads per core)
