/cmds list goes to other user in private chat

When in a private chat with someone and you type the message ```/cmds```

**Expected Behavior:**
It sends the commands list to the user who sent the ```/cmds``` message

**Actual Behavior:**
It sends the commands list to the other user in the private chat
