Entity names related to administrative units

Describe the bug

Currently the cube URI and all the subsidiary entities (observationSet, cubeConstraints and all observations) includes somewhere an abbreviation of the adminstration's name (elcom, sfa, etc.). This choice has good reasons, which is avoiding as much as possible that the same URI is used for two different cubes when using the Cube Creator. But this solution contradicts a basic principle that the URI must be completely independent from the current administration organisation in order to be as much stable as possible.
