Issues should be a place where potential contributors could go to find actionable problems. This means, that if your issue has no reproduction or is an improvement you'd like to discuss with the community to finish upon the design, discussions are a place for you.

I hope this would make it so issues are an organised place for people to work and track progress while discussions allow for easier communication
