Add Zig 0.16 support

Current extension throw the following error, after installed Zig 0.16 :-
ZLS '0.15.0' does not support Zig '0.16.0'. A ZLS '0.16' release should be used instead.

I encountered this issue myself. However, it doesn't actually seem to be this extension's fault (at least not as far as I can tell). In fact, this extension appears to be hardcoded to use the latest tagged release of zls, which is currently version 0.16.0

At least for my instance of this issue, ~/.config/zls.json was telling zls to use my zig 0.15.2 install by pointing to the binary directly (I don't remember creating that file, but it was there). Because of this, it wasn't searching for zig on $PATH (and zed doesn't appear to pass the same $PATH to zls as a fresh terminal in the project directory anyways).

Since I use mise to manage my zig and zls installs, adding this to my settings.json fixed it:

In fact, this synchronizes which versions of zig and zls are exposed with what's in a workspace terminal's $PATH!
