What this PR includes

• Adds integration evidence for Feature 006 provider readiness in production-provider.test.ts
• Adds Feature 006 alert definitions (spec/operations/feature-006-alerts.md)
• Adds mediation first-response runbook (spec/runbooks/feature-006-mediation-runbook.md)
• Includes CI/governance scan compatibility fixes needed for OSS branch checks

Current status

• CI checks are passing on the PR branch
• Remaining blocker is required CODEOWNER review

Acceptance criteria

• Review completed
• PR approved
• PR merged to main
