The platform half around the state-machine core: surrounding services, capability contracts, the board device table, and the fail-safe rules at the responsibility boundary.
Open with decide-vs-execute framing, drop the redundant Responsibilities enumeration and fold the boundary-specific facts into the service rules, add the platform driver to Structure, and correct the effect name to RecoverComponent.
