Based on some feedback, the most common reason an issue's status cannot be loaded is because the branch it is on is not locally checked out. The error messages communicated that there was an error about the branch, but did not communicate a solution very well. This PR address this by using tooltips to detail what the error is and then suggest a possible fix.
Additionally, it improves frontend, issue detail modal issue title wrapping
