BUG: Time tags passed on for rates were resulting in an effective offset of 1 timestep.
Check consistency will now reject a model where the Earth radius is not strictly increasing to prevent user errors in the input

This PR syncs
access-releasewithmain. This brings changes in-line with upstream ISSM.
