Background
For some reason,
spack v1.1Pre/Release is using an older version ofbuiltin-spack-packages. This PR updates it to be in line withspack-configs values for it.Future updates to
build-cdmean that thisbuiltin-spack-packageskey will be removed, as we will be informed byspack-configfor thebuiltin-spack-packagesrepo.
