We need some commits from the upstream spack-packages that are in
develop(updatedparallelioversion and updated version oflibtool).The PR
spack-configto2026.02.003(which updates therepos.yamlbuiltin spack-packages commitbuiltin-spack-packagesto the appropriate builtin commit of spack/spack-packages@383e969Note
In the future, the
builtin-spack-packagescommit will be solely informed byspack-config, so we don't have to update both. See #349
