Adds a defined-wire-versions subsection to the compatibility policy so the normative versioning contract reflects ink/0.2. It records that ink/0.2 is a backward-compatible minor changing only the body-signature domain separator, and that the change is negotiated through the Agent Card supportedProtocolVersions array so an ink/0.1-only receiver never receives ink/0.2 traffic.
