Normalizes the metadata block at the top of every spec to the same shape: a bold Status line, an Authors line and a Last updated date. Some specs carried an Authors and Date block, others had only a Status heading or a separate Last Updated heading. This makes the set consistent and keeps the metadata out of each document table of contents. No normative content changes.
