Added the funcionality to read in a CSV as well as print out a list of all bank accounts.

Added self.find to find and return any accounts that match the query

Wrote functionality for owner class. CSV can now be read in and methods can return all owners or a specific owner from the data.

Changed from an array of arrays to an array of hashes for account data structure. self.all and self.find now properly return data requested.

Re-wrote class Owner to follow the pattern used in class Account. Instead of an array of arrays, now it is an array of hashes with meaningful keys assigned to the data.
