docs(readme): reconcile SelectionFab modernization and useProgressiveList updates

This PR reconciles documentation to align with recent substrate updates in SelectionFab haptic brokering and useProgressiveList edge case verification:

• Updated Frontend-PWA/src/shared/ui/README.md to document SelectionFab's declarative v-tactile model and 48px mobile touch targets.
• Updated Frontend-PWA/src/core/services/README.md to document useProgressiveList's default 12-item initial size, transition safety, and requestAnimationFrame fallback.
• Appended run log record to .github/nightly-logs/05-documentation-readme-coverage.log.
• Safely inserted active run record block to .github/nightly-logs/00-pr-history.md.
• Verified 1421 tests passing cleanly.
