ci: release from the npm trusted workflow

Summary

• consolidate Changeset versioning and npm publishing in release.yml, the workflow npm trusts through OIDC
• remove the separate workflow that npm correctly rejected because it was not the configured trusted publisher
• recover the pending 0.7.1 publication automatically after merge

• YAML parsing
• release recovery check: registry 0.7.0 to package 0.7.1
• pnpm generate
• pnpm lint
• pnpm typecheck
• pnpm test
• pnpm build
