This sets up the full workflow for publishing this plugin via Maven Central. It includes steps to build, sign, generate release PRs, and finally publish the plugin artifacts to the corresponding repository. This is a step towards being able to use this plugin in other projects without needing to pull the source code and publish it to mavenLocal.
