Add Ryan Garner to V1 authors

Ryan Garner was the primary architect and author but his name was left off the whitepaper. This branch adds this missing name.

This change simply adds "Ryan Garner" as the first author. I also recommend editing this PR to change the order of authors based on degree of contribution but I will leave this to the discretion of the maintainer Micah.

I listed myself third originally, so lets keep it the same.
After all this is a restoration, not a re-evaluation.
