Description:
A contributing.md file will automatically appear when a user opens the Issues tab, providing guidelines on how to make issues and contribute code to the repository. Create this file, and include instructions on how to create issues, fill out our issue templates, and instructions for new students on how to contribute to the codebase (guidelines, libraries, et cetera). Try to make this as year-agnostic as possible to allow for reuse with minimal changes (albeit will likely change majorly next year for SystemCore).
