This PR adds a new firewall rule to allow Network Time Protocol (NTP) traffic to Azure's NTP service endpoint.
- Adds UDP port 123 firewall rule for NTP synchronization
- Configures rule to allow traffic from the IP address pool to Azure's NTP server at 168.61.215.74
