This code change does the following:

  1. Updates all API versions to the most recent recognised by the Bicep linter
  2. Adds null-forgiving operators where needed
  3. Suppresses API version checks in ARM-TTK, as it is out of sync with the latest API versions
  4. Ensures GitHub action always uses the latest ARM-TTK
