This PR vendors the latest version of libsimplicity

Im not entirely sure what caused all Core jets to have different CMRs, but the Elements ones remained the same, which I think is good

@ivanlele we updated the benchmark data with new data for the Bitcoin jets, and I think we used the new benchmark values for Core as well. These values are baked into the CMRs since they're consensus-critical properties of the jets.

The Elements jets, of course, cannot be changed without hardforking LIquid, so we left those alone :)
