Adds a Hand-Held Suction Pump for draining fluids from a Chest Tube.
In my unit, we're considering turning on the Hardcore Hemothorax setting to allow our MEDEVAC units to have more to do. Some of our ground counterparts do not carry Accuvacs since it's not something combat medics would reasonably be able to fit in an aid bag and carry out in the field; they were concerned that, in the right situation, a delayed MEDEVAC could result in them having to drain several times, needing a large amount of disposable suction bags, enough that it would end up weighing more than an Accuvac.
A player (shoutout equanimity) recommended carrying an Accuvac and roleplaying that it was a hand-held pump. Instead of doing that, I figured I could just fork ACM and make a relatively lightweight (compared to an Accuvac) reusable hand pump used exclusively for draining chest tubes, retaining the disposable suction bags for clearing airway obstructions (to keep some gameplay balance and separation).
I figured I would offer this feature as a PR to ACM incase it was deemed to be a good feature to add to the base mod.
