Adds an middle-ground option to the Reusable Syringes CBA Setting
Instead of the yes/no binary, this third middle-ground option called "IV Only" makes syringes reusable if they are pushed to an IV, while still destroying the syringe if it's injected IM. Created for a custom fork of ACM, but offered as a PR if deemed to be a good addition to the base mod.
