This PR adds a pin/unpin feature to allow important tasks to stay at the top.

@BhoomiMahna the PR looks fine but is built on top of docker-prod which is not the latest branch, so there are a lot of conflicts, please move your commit to a fresh branch, based off main, on your fork, and open up a new PR for this.
