Standardization Pull Request

Changes

  • ✅ Added standardized GitHub workflows (pr-validation, release-check, publish)
  • ✅ Updated SONAR_PROJECT_KEY to CISCODE-MA_LoggingKit
  • ✅ All checks passing: format, lint, typecheck, build

All 7 packages now have identical standardized configuration and workflows.
