Cam 968 snow notebook 03 - Spatial Snow Analysis

• Created a new Snow Notebook 03 (spatial watershed snow analysis) for ParFlow
• Some modifications to the NWM snow notebook 03, however this still needs work and to add the timing analysis from the ParFlow version
• A few additions to packages in the nwm_env.yml
• Addition of a gridded snow timing analysis function (compute_snow_timing_grid()) to /snow/utils.py

To note! The spatial snow analysis is not complete! I have put this on hold to work on content that is more pressing for the upcoming CSSI hack-a-thon (point obs notebooks).

Still to do:

• Finish the elevation analysis section (PF notebook 03)
• Add the timing analysis to the NWM notebook (the addition of the compute_snow_timing_grid() + the finished elevation analysis)
• Work on the explanation, description, and reflection text in both notebooks (general notebook housekeeping)
