Web-portal uploads now land in the same org-controlled 'staging' release on CardputerZero/packages that czdev submissions are mirrored into, instead of a separate web-upload-buffer release. Co-authored-by: eggfly <lihaohua90@gmail.com>

配合 packages#70 的 staging 统一：网页门户上传的 .deb 改为存入
CardputerZero/packages的stagingrelease（与 czdev 提交镜像同一个组织可控暂存库），不再使用单独的web-upload-buffer。只改
worker/wrangler.toml的BUFFER_TAG。packages 侧的process-web-submission.yml按 payload 里的资产 URL 下载，不依赖 tag 名，无需改动。合并后自动部署即生效。
