Rework charge and discharge functions

Typically, when charge and discharge functions are made, you want to have it take immediate effect, rather than waiting for the nearest 15 mins, rework the logic to allow it to apply instantly.

• Add 5 min interval
• Verify API post call limit with alpha, as it seems to have been reduced?
