fix(sap): Global Audit single scroll + progressive disclosure

What changed

• Restores ONE main vertical scroll for Global Audit so all tabs can reach all panels.
• Keeps header sticky, removes cutoff where content goes below the fold with no scrollbar.
• Adds progressive disclosure so core panels are first; secondary panels are collapsible with an obvious expand/collapse indicator.
• Keeps internal scroll only where it makes sense (e.g., mini-iURi history).

Verification

• npm -C frontend run build: OK
• Manual: Summary/Planning/Marine/Status/Debug can reach bottom content via main scroll
