Summary: adds a read-only dedupe baseline command for deterministic duplicate instruction-line detection across supported instruction files. Scope: CLI, dedupe module, focused tests, README, and changelog. Validation: focused tests passed, full local checks passed in a temporary dev venv, post-release audit passed, no real-token patterns found. Boundaries: no network, no LLM, no repository command execution, no write behavior.
