docs: document v0.2 governance behavior

Documents the current unreleased v0.2 governance behavior honestly in README.md.

Summary:

• distinguishes the published v0.1.0 GitHub pre-release from current main / unreleased v0.2 governance behavior
• adds a Governance Findings section
• lists AIRK-GOV006, AIRK-GOV003, AIRK-GOV004, AIRK-GOV005, AIRK-GOV002, and AIRK-GOV001 in stable evaluation order
• documents governance findings as heuristic and pattern-based
• warns about false positives and false negatives
• updates the verified local test count from 56 to 83
