test: cover governance findings across CLI formats

Adds symmetric CLI output coverage for governance findings that were already covered in JSON but not yet in console and Markdown.

Summary:

• adds console coverage for AIRK-GOV003 review/CI bypass findings
• adds Markdown coverage for AIRK-GOV003 review/CI bypass findings
• adds console coverage for AIRK-GOV002 missing secret boundary findings
• adds Markdown coverage for AIRK-GOV002 missing secret boundary findings
• adds console coverage for AIRK-GOV001 missing authority/scope findings
• adds Markdown coverage for AIRK-GOV001 missing authority/scope findings

Boundary:

• tests/test_cli.py only
• no production code changes
• no README changes
• no CHANGELOG changes
• no pyproject/version changes
• no release or tag changes
• no CI/workflow changes
• no dependency, architecture, or branch protection changes

Verification:

• targeted CLI tests for the six added cases
• real CLI smoke checks for console and Markdown output
• git diff --check
• ./scripts/check.sh
• isolated build and wheel smoke before push
