docs: sync README v0.2 status

Summary

• Sync README with the current main branch status after the v0.2 governance work.
• Update the verified local test count from 83 to 93.
• Update the repository layout to include governance.py and current v0.2 strategy/spec documents.
• Clarify supported redaction coverage for finding messages, paths, and evidence payloads.

Scope

• README.md only.
• No code, tests, CHANGELOG, SECURITY, pyproject, CI, release, tag, license, or dependency changes.

Verification

• 93 tests passed locally through ./scripts/check.sh.
• Diff is limited to README.md.
• v0.1.0 tag/release verified intact before push.
