docs: sync v0.2 governance spec status

Summary

• Sync the v0.2 governance rules specification with the current implemented state on main.
• Clarify that current main contains unreleased v0.2 governance diagnostics, structured finding evidence, and supported evidence redaction.
• Replace stale future-implementation wording with a release gate and the next test-focused phase.

Scope

• docs/V0.2-GOVERNANCE-RULES-SPEC.md only.
• No code, tests, README, CHANGELOG, SECURITY, pyproject, CI, release, tag, license, or dependency changes.

Verification

• 93 tests passed locally through ./scripts/check.sh.
• Diff is limited to docs/V0.2-GOVERNANCE-RULES-SPEC.md.
• v0.1.0 tag/release verified intact before push.
