Summary

Removes commit message linting from PRs, keeping only PR title validation
Removes synchronize trigger since only title changes need re-validation
Renames workflow to "Lint PR Title"

Test plan

Open a PR with a non-conventional title and verify it fails
Edit to a valid conventional title and verify it passes
