[codey] Support Codeium plugin MCP config

Summary

• adds .codeium/mcp_config.json as a first-class Codeium MCP surface
• keeps .codeium/windsurf/mcp_config.json as the Windsurf MCP surface with clearer PR-facing labels
• adds a fixture proving Codeium plugin MCP command drift is reported, and prepares release metadata for v0.1.18
