NLDAS notebook updates - get rid of unicode literals

• Updates the notebooks to add some ideas for MLDataset Pipelines ( these are not finished yet if you ( @gbrener @brendancol ) want to pick up on the ideas where EaSearchCV leaves off (it's like RandomizedSearchCV but uses deap for evolutionary algo)
• Removes unicode literals import

Use this environment.yml that solves the recent build trouble in pynio, grib, etc
