Perform various updates

This PR updates the following:

• Converts the solution to the new slnx format for better maintainability
• Updates the project to .NET 10
• Updates all the dependencies
• Updates to the latest Blazor WebAssembly template
• Enables nullable reference types
• Update GitHub Actions

If any of those changes is unwanted, let me know and I will remove it from the PR.
