Made the Import/Export CA policy commands accept an app token and tenantname paramter.
Corrected a typo for TenantName

Hi,
I added a TenantName parameter to the Export-DCConditionalAccessPolicyDesign and Import-DCConditionalAccessPolicyDesign and then switched them over to use the application level permissions.
I figured I would separate it back out and create new cmdlets instead.
Export-DCConditionalAccessPolicyDesignAsApp
Import-DCConditionalAccessPolicyDesignAsApp
Works fine for my personal use. I attempted to fit in all the formatting you had here.
I was unable to find the Permission, "Agreement.Read.All" under the Application side but during my testing today it didn't seem to be impacted.
