Description
This PR deprecates the sampling delegation feature introduced in 0.2.0. The decision to deprecate is because the feature is currently unused, not compatible with OpenTelemetry and there are no long-term plans to enhance its functionality or usability.
Motivation
Steamline the codebase and maintainability.
