chore(config): update supported configuration metadata#7910

Update the supported configuration metadata as a standalone step before the runtime changes that make fuller use of it. New properties are not exercised yet and purely informational. Landing the metadata first makes the later config rewrite easier to review. The change about internal properties and added configuration names is useful today, since they represent the actual implemented state. A few aliases are now introduced as well as well as handling telemetry more consistently.
