A regression test is an A/B test of target performance in a repeatable rig, where "performance" is measured as "comparison variant minus baseline variant" for an optimization goal (e.g., ingress throughput). Due to intrinsic variability in measuring that goal, we can only estimate its mean value for each experiment; we report uncertainty in that value as a 90.00% confidence interval denoted "Δ mean % CI".
For each experiment, we decide whether a change in performance is a "regression" -- a change worth investigating further -- if all of the following criteria are true:

Summary
This PR switches all primary usages of
SharedTagSetover toTagSetin preparation for supporting mutable tagsets on core data types.In #1257, we added support for efficient mutable tagsets by updating
TagSetto look something more likeSharedTagSet: structural sharing of base tags, with additions/removals layered on top, letting us avoiding having to re-allocate entire tagsets just to add or remove a single tag. In this PR, we're switching over to actually using it.One optimization we've had to make here is adjusting
TagSetto slim down the struct size: as is, the jump in struct size betweenSharedTagSetandTagSetbumps up memory usage in a noticeable way even when no mutations are taking place. We switched to an on-demand design where the "overlay" data (additions/removals on top of the base tags) sits behind a heap allocation, makingTagSetonly 8 bytes larger thanSharedTagSet. This keeps things very close, close enough to satisfy our performance/resource usage concerns.We've also made one change in the Host Tags transform to get things compiling. In a follow up PR, we'll actually by exposing the ability to mutate tags through all the existing usages (like
