Adds three security-focused rule additions to DEBROS.md:
§3.8 (no environment disclosure in agent-drafted public text),
§3.9 (verify external references against upstream), and
§10 (Application Security — 9 subsections including a trust-model preamble).
Plus the implementation guidance to make §10 actionable:
compliance/web-service.md(cross-cutting HTTP patterns) andcompliance/javascript-typescript.md§8 (JS/TS library choices).
