cli: Added filters for severity, recommended, autofix

Summary

This PR adds filter flags to deepsource issues list that shows only issues with specified filter

The goal is to help developers and teams do as same as the dashboard

Motivation

While I was exploring the dashboard and cli I could see that the dashboard gives the ability to add filters like

1. filter by severity
2. filter by autofix available

That's when I decided both places should give same experience to the user.

Implementation details

Introduced 4 new flags for the cli

1. --severity flag with option to choose severity and filter output based on that (CRITICAL, MAJOR, MINOR)
2. --recommended flag with option to choose only those issues which are recommended by deepsource
3. --autofixAvailable flag with option to choose only those issues which have autofix available
4. --autofixAiAvailable flag with option to choose only those issues which have autofix AI available

• Preserves existing output formats (table / JSON / XML)
• Does not introduce any breaking changes

Edge cases handled

• Repositories with no prior analysis runs
• Analysis runs with zero introduced issues
• Empty result sets (prints a helpful message)

Future work

• Exit codes for CI enforcement (--fail-on-issues)
• Comparing against a specific analysis run or branch
• Interactive filtering of introduced issues
